Cities: Skylines II suffers from major performance problems. Colossal Order wants to address these before releasing further DLCs. This decision can be seen in a new statement

In order to stay in touch with the community, Colossal Order has been publishing a weekly “Word of the Week” since the launch of Cities: Skylines 2. The latest edition is about the upcoming plans for the city-building simulator and the hurdles that still need to be overcome.
As the developer explains, they first want to take care of performance problems, bug fixes and modding support

Once these measures have been completed and the PC version of Cities: Skylines 2 is at an appropriate level, the console editions and DLCs will be taken care of. The first expansion called Beach Properties is already in the works. However, this can only be implemented in the main game once the corresponding bug fixes have been completed.
Accordingly, the DLC will not be released until the 1st quarter of 2024. This will be followed in Q2 by the release of the DLC
